Yahoo! News reported that the large typhoon had developed into a "strong" system, with parts of Honshu — including the Kinki and Tokai regions — already falling within its strong wind area. The Japan Meteorological Agency issued its eighth general weather explanation bulletin on Typhoon No. 25 at 5:04 a.m. on Sept. 20, according to Okinawa Times.
The timing overlaps with Japan's Silver Week holiday period. Asahi Shimbun reported that the approaching storm has raised concerns for events scheduled during the consecutive holidays. TV Asahi reported that total rainfall could be comparable to a previous heavy rain event in Chiba, and that some businesses had already seen customer traffic drop to one-tenth of normal levels.
