India’s ambassador to the United States has publicly defended the government’s proposed Foreign Contribution Regulation (Amendment) Bill, 2026, calling it a sovereign measure and pointing to comparable laws in the US. The remarks came two days after a phone call between Prime Minister Narendra Modi and US Vice President Vance, according to ThePrint.

Ambassador Vinay Mohan Kwatra described the bill as a "reality check" for critics, arguing that regulating foreign funds is a legitimate exercise of national sovereignty. He noted that the United States itself has similar legislation governing foreign influence and donations, as reported by The Hindu and Telegraph India.

The bill, which has sparked opposition at home, is being framed by officials as a transparency measure rather than an attempt to control religious institutions. NDTV reported that government representatives have sought to dispel concerns that the legislation targets churches or other places of worship, insisting the goal is clarity in how foreign money flows into the country.

ThePrint’s report indicates the envoy’s defense was timed closely to the Modi-Vance conversation, suggesting the issue may have been on the bilateral agenda. The timing has drawn attention from observers watching how the bill plays in Washington, where foreign funding rules are a sensitive topic.

Domestically, the political response remains divided. The Times of India reported that the government has hinted at referring the bill to a Joint Parliamentary Committee for further scrutiny, while opposition parties are demanding a complete withdrawal of the proposed amendments.

The coming weeks will show whether the government proceeds with the committee route or pushes the bill through, and how the US responds to India’s public comparison of their respective foreign funding laws.
