Aliko Dangote, described by NDTV as Africa's richest man, has engaged an India-owned engineering firm for a $16 billion refinery planned in Lamu, Kenya, according to NDTV. The publication did not name the firm in its headline.

Separate reporting offers more detail on the contractor. The EastAfrican reports that an Indian company won a $450 million contract tied to the Dangote Lamu refinery ahead of its launch, while Energy Intelligence identifies India's EIL as the winner of key contracts for the planned Kenyan mega-refinery.

Kenyan officials have signalled that work is close to starting. NTV Kenya reports that Interior Cabinet Secretary Kithure Kindiki said construction of the Lamu oil refinery would begin the following week.

The project has also featured in Kenya's investment diplomacy. People Daily reports that President William Ruto has been courting international investors for the Ksh2.2 trillion Lamu oil refinery during the United Nations General Assembly.

Taken together, the reports point to a large-scale refining development on Kenya's coast, backed by Dangote and built with Indian engineering expertise, with Kenyan government figures publicly tying their timelines and investment pitch to the project.

What to watch next: whether construction formally begins on the schedule Kenyan officials cited, and confirmation of the full contract scope and value awarded to EIL.
