The County Assembly of Bungoma has become the first county assembly in Kenya to be certified to the ISO 9001:2015 Quality Management System standard, according to KBC Digital. The Kenya Bureau of Standards, which awarded the certification, presented the certificate at a ceremony attended by KEBS Director General Esther Ngari.
Ngari was joined at the event by Rono Birgen, the bureau's North Rift Deputy Director; Eng. Zacharia Lukorito, Director of Standards Development and Trade; and Isabella Lunani, Deputy Director of the Certification Body, KBC Digital reports.
KEBS framed the award as a major milestone, saying it reflects the Assembly's commitment to improving institutional efficiency, accountability, and the quality of services it delivers to the public.
Why it matters
County assemblies are the legislative arms of Kenya's devolved units, and they hold significant sway over local budgets, oversight, and lawmaking. Until now, none had secured certification under the internationally recognised quality management standard.
The Bungoma Assembly's certification therefore places it ahead of its peers nationally, KBC Digital reports, positioning it as a leader among county legislative bodies in adopting internationally accepted management practices.
The development also carries weight for how the standards body views its own role. According to KEBS, the certification demonstrates how standards can strengthen public institutions by encouraging structured processes, consistent performance, and a habit of continuous improvement. The bureau has said it supports both public and private organisations in taking up standards that promote quality, operational excellence, and better service delivery.
What the certification recognises
ISO 9001:2015 gives organisations a framework for setting up and maintaining effective quality management systems. KEBS says the standard places emphasis on consistent processes, evaluating performance, accountability, and ongoing improvement.
In the Assembly's case, the bureau said the certification acknowledges its work in implementing systematic management processes, lifting institutional performance, and embedding continuous improvement across its operations.
KEBS congratulated the Bungoma County Assembly on the achievement and reiterated its backing for institutions pursuing standards-driven reform.
What to watch
The certification now raises the question of whether other county assemblies will follow Bungoma's lead and seek similar accreditation, and how the Assembly translates the standard into day-to-day service delivery over the coming months.
