The Social Insurance Institution (ZUS) has published its financial plan for the Social Insurance Fund (FUS) for 2027, setting out expected revenue, spending and benefit levels for millions of Polish recipients. According to INFOR.PL, the plan projects 539 billion zloty in revenue against 537.2 billion zloty in costs, with pensions and disability benefits accounting for the bulk of expenditure.

The document also fixes an indexation rate of 103.96 percent and confirms that the second component of the widow's pension will rise from 15 percent to 25 percent of the second benefit starting in January 2027. INFOR.PL reports that the changes will surprise many seniors, particularly those who assumed indexation alone would determine their payments.

Why it matters

The FUS plan is the clearest official signal of what Polish pensioners can expect to receive next year. It sets the indexation benchmark used to recalculate benefits, projects the average payment and identifies which groups will see the largest increases. Because contribution income covers only part of the fund's costs, the plan also shows how heavily the system depends on transfers from the state budget.

According to ZUS, contributions will remain the fund's main revenue source at 428.8 billion zloty, an increase of 24.6 billion zloty over 2026. The plan also assumes 91.7 billion zloty in grants from the state budget and 15.4 billion zloty from open pension funds (OFE) under the so-called safety slider mechanism.

Where the money goes

ZUS expects to spend 471.3 billion zloty on pensions and disability benefits in 2027, which INFOR.PL notes is just under 88 percent of the fund's total costs. The average monthly number of pensioners and disability recipients is projected to exceed 8.7 million, some 113,000 more than in 2026.

The average monthly pension and disability payment is forecast at close to 4,530 zloty, 6.2 percent higher than a year earlier. ZUS attributes the rise in spending to three factors: benefit indexation, the growing number of recipients and the changed rules for the widow's pension.

The widow's pension change is the element most likely to produce a visible jump for a specific group. From January 2027, widows and widowers covered by the programme will receive 25 percent of the second benefit rather than 15 percent, giving them a guaranteed increase that sits alongside the general indexation.

Other FUS spending is planned at 50.5 billion zloty, with sickness benefits making up close to half of that amount. The fund will also finance ZUS's own operations, with an allocation of 6.7 billion zloty, equal to 1.25 percent of total expenditure. ZUS described this as the lowest share of fund spending devoted to its own operations in more than a decade.

The plan sets aside close to 5 billion zloty for the Demographic Reserve Fund and includes money for prevention measures. Rehabilitation and other disability prevention activities are budgeted at 436 million zloty, while accident prevention is allocated 188 million zloty.

The assumptions behind the numbers

The projections rest on forecasts from the Ministry of Finance. According to the plan, the Polish economy is expected to grow by 3 percent in 2027, with inflation at 2.8 percent. Employment is expected to stay close to its 2026 level, while the average wage is projected to be 5.9 percent higher.

Contribution revenue is forecast to grow by 6.1 percent compared with 2026, while spending on pensions and disability benefits will rise by 7.6 percent. Contributions are expected to cover 79.8 percent of the fund's costs. ZUS said the remaining gap will be filled mainly by the state budget grant, which it said guarantees that benefits will be paid on time.

The gap between the two growth rates is the detail worth watching. Because benefit spending is rising faster than contribution income, the share covered by the state budget will grow, keeping the fund's stability dependent on transfers rather than on its own revenue.

What to watch

The indexation rate of 103.96 percent and the higher widow's pension component take effect in January 2027, when the first recalculated payments are due.
