Turkey's Banking Regulation and Supervision Agency (BDDK) has withdrawn the operating licence of Golden Global Yatırım Bankası AŞ, according to Sözcü Gazetesi. The decision was taken at the regulator's board meeting on 4 November 2026 and announced the following day.

Sözcü Gazetesi reports that the board's written decision states the licence was cancelled under Article 71, paragraph one, clause (c) of Banking Law No. 5411. The same decision was reported by Habertürk, İhlas Haber Ajansı, Haber 7 and Ekonomim.

Why it matters

A licence revocation is among the most serious steps Turkey's banking watchdog can take against a deposit-taking institution. It removes a bank's legal authority to carry on banking business, and it places the institution under the framework the Banking Law sets out for lenders whose permits have been withdrawn.

The move also matters beyond the single institution. The BDDK supervises the sector under Law No. 5411, and its decisions on entry to and exit from the market shape how depositors, borrowers and investors view the regulator's willingness to act. For a bank's customers and counterparties, the immediate questions are practical: what happens to deposits, loans and other contracts, and how claims are handled from here.

What the decision says

The board's ruling is narrow in its wording. According to Sözcü Gazetesi, it records that at the meeting of 4 November 2026 the board decided to cancel Golden Global Yatırım Bankası's operating licence within the scope of Article 71, paragraph one, clause (c) of Law No. 5411.

The reporting does not set out the grounds behind the decision beyond that legal citation, and no further reasoning from the regulator has been published in the accounts reviewed. The BDDK has not, in the material available, offered a public explanation of the circumstances that led to the vote.

The agency issued its decision in the form of a board resolution, the standard instrument for such rulings, and the announcement followed within a day of the meeting.

A licence decision under the Banking Law

Article 71 of Law No. 5411 deals with the cancellation of operating licences, and it lists the specific grounds on which the regulator may act. Each clause covers a different set of circumstances. The BDDK's decision cites clause (c) of the article's first paragraph as the basis for its action against Golden Global Yatırım Bankası.

Because the reporting identifies only the clause and not the underlying facts, the precise trigger for the revocation has not been publicly detailed. What is clear is that the regulator treated the case as one falling within the statutory grounds for cancelling a banking licence rather than a lesser supervisory measure.

Under the Turkish framework, a bank whose licence is cancelled stops being authorised to carry out banking activities. The law also sets out procedures that follow such a decision, including how the institution's affairs are wound down and how the claims of depositors and other creditors are addressed. The reporting does not describe the specific arrangements put in place for this bank.

What to watch

The next developments to watch are any further statement from the BDDK setting out the reasons for the decision, and official detail on how Golden Global Yatırım Bankası's deposits, loans and other obligations will be handled.
