The Bangladeshi government has restored Md. Shaukat Ali Khan as managing director and chief executive officer of Sonali Bank, roughly a week after the finance ministry cancelled the remainder of his contract. The Financial Institutions Division of the Ministry of Finance issued a fresh order on Monday withdrawing its October 19 notice, according to bdnews24.com.

With that withdrawal, Khan can serve out what is left of his original contract as head of the state-owned bank.

Safayat Hossain Patwary, a deputy managing director at Sonali Bank, confirmed the reversal to bdnews24.com. "Our MD, Shaukat sir, has been brought back; he is the MD now," he said, as reported by the outlet.

Why it matters

Sonali Bank is one of Bangladesh's largest state-owned commercial banks, and the head of the institution sits at the centre of how public money is managed and how government banking policy is carried out. A week-long vacancy at the top, followed by a reversal, drew attention to how senior appointments at state banks are made and unmade.

The decision also matters for continuity. Khan was partway through a three-year contract when the October 19 order cut it short, leaving about a year remaining. Restoring him means the bank avoids a longer leadership gap and the disruption that comes with a change of chief executive at short notice.

The reversal came on the same day that new managing directors were appointed at three other state-owned banks — Janata, Agrani and Basic — according to bdnews24.com. Read together, the two developments suggest the government was moving to settle leadership questions across the state banking sector in a single round rather than leaving posts open.

How the contract was cut and restored

Khan, who previously headed Bangladesh Krishi Bank, was given the Sonali Bank job on contract for three years on October 30, 2024. The Financial Institutions Division issued a notice on October 19 cancelling the unexpired portion of that contract.

From October 20 until the afternoon of October 26, the bank had no managing director in place, bdnews24.com reports. Monday's order ended that interval.

The reporting does not say why the contract was cancelled in the first place, or why the decision was reversed. No reason was given in the material available.

A wider reshuffle of state bank leadership

The Sonali Bank reversal was reported alongside several other changes in the state banking sector. bdnews24.com reported new managing directors at Janata Bank, Agrani Bank and Basic Bank. Another outlet, the Daily Inqilab, reported the three appointments together with the withdrawal of the order cancelling Khan's Sonali Bank contract.

The Daily Star Bangla reported separately that the government had relaxed the experience requirement for chief executives of state-owned commercial banks. That change is relevant to how these posts are filled: eligibility rules for the top job at a state bank shape the pool of candidates the government can draw from when a vacancy opens.

For Sonali Bank, the practical effect of Monday's order is that the leadership question is closed for now, with Khan back in the post he has held since late October 2024.

What to watch: whether the government explains the reasoning behind either the cancellation or its withdrawal, and whether the relaxed experience criteria change who is eligible to lead state-owned banks in future appointments.
